ArcelorMittal reports €756 million impairment at idled Ukrainian steelworks

ArcelorMittal reported a €756 million impairment and approximately €260 million in exceptional charges relating to its Ukrainian operation in third-quarter results dated 5 November. The charges contributed to a group net loss of approximately €347 million, despite stronger underlying earnings across the company’s broader business.

The affected steel operations in Kryvyi Rih were idled. ArcelorMittal describes the site as one of Europe’s important integrated steel-producing centres, where interruptions can affect the availability of some steel products for European buyers and the sourcing strategies of processors that have traditionally relied on regional suppliers.

Ukraine’s steel sector faces war-related risks to production infrastructure, electricity supplies, logistics and personnel. These constraints affect current output and the ability to maintain export deliveries, finance equipment restoration and commit to future industrial decarbonisation investment.

The charges relate to circumstances affecting ArcelorMittal’s Ukrainian business and are not a demonstrated consequence of increased costs under the Carbon Border Adjustment Mechanism (CBAM). CBAM remains relevant to any future recovery in Ukrainian steel exports to the EU. A restart strategy would need to account for production emissions, verification, electricity and fuel supply, EU customs classification and applicable trade restrictions.

Supply constraints may create opportunities for alternative suppliers in Serbia and other Southeast European steel markets, although no quantified diversion of contracts has been established. The impairment contrasts with the improving operating outlook reported for parts of the European steel industry and underscores the continuing vulnerability of production facilities exposed to conflict.
