Electricity procurement is becoming a strategic component of EU market access for Serbian industrial companies. The issue is no longer limited to the price of power or the annual volume purchased. Exporters increasingly need to demonstrate where their electricity came from, how it was generated, which emissions factor can be applied, how consumption was measured and whether environmental attributes were allocated without duplication.

This creates a new market opportunity connecting renewable-energy producers, licensed electricity suppliers, traders, industrial buyers and independent verifiers. The commercial product is not simply renewable electricity. A guarantee of origin documents a defined environmental attribute, but it does not independently prove every element needed for a CBAM embedded-emissions calculation. Similarly, describing a supply contract as a green PPA does not automatically establish that a particular emissions value will be accepted for a particular product.

International standards support the CBAM electricity system

One fiscal meter may record the total electricity entering a plant, while individual production lines, furnaces, compressors, pumping systems and auxiliary services remain unmetered. In that situation, the company may know its total consumption but still be unable to determine a reliable product-level electricity value.

Battery storage does not automatically transform residual grid electricity into renewable electricity.

Guarantees of origin are supporting evidence, not a complete solution

Guarantees of origin can be an important part of the commercial and documentary structure. They identify renewable production and support the transfer and cancellation of environmental attributes. Their serial numbers, production periods, technology, generating installation, ownership transfers and cancellation status should be recorded.

However, the CBAM treatment of electricity cannot be reduced to certificate ownership. A guarantee of origin does not, by itself, prove that all requirements for applying a particular emissions value have been met. The relevant supply relationship, contractual allocation, production data, consumption data and applicable CBAM methodology must also be examined.
